NFPA 58 Sec. 2.3.3.2 (b)(2)c-  containers over 4000 gallon WC for liquid inlet or withdrawal openings with a positive shut off valve located as close to the container as practical in combination with a excess flow valve in and retrofitted by July 1 2011 with an emergency shut off valve equipped for remote closure installed in line as close as practical to the existing positive shut off valve.
